i am unable to login to localhost using ftp

I am using filezilla server on windows 7 32 bit. When i run the program the servers reply is Server: 530 Login or password incorrect!. I created a user in phpmyadmin still the same error. Please tell me how i can resolve this.
I am using java to program the ftp.

i created a user and i also tried login in with root as user but still error 530 exist. Could you please suggest something i could do to resolve this login issue
