Can you recommend a decent, good, community supported .NET based DICOM listener or simulator? or Do you know any commercial PACS system for DICOM listener or simulator that support .NET?

So basically we required PACS system in .NET platform.

What I have tried:

I have tried using wireshark but communication is not established, i am able to receive junks from dicom machine but somehow i can not convert it to dicom or can not able to properly communicate with machine.
