try connect MS access, weird error message

i have done a windows application and running in my PC for a year now, but i get the virus and PC is slowing down, so i decided to format my HDD, after format is done, i try to re-run my application. When it try to get the data from the MS access, it display this error:

C#
"Selected Collating sequence not supported by the operating system."


What should I do? I'm using Windows XP SP3 and already install the latest update. Normally I just install Framework 3.5 and dotnet 3.1 WindowsInstaller-KB893803-v2.-86.exe before run my program. but this time my PC said that i already have a newer version when i tried to install "dotnet 3.1 WindowsInstaller-KB893803-v2.-86.exe"

I tried everything i could, and google din't help much, please advice..
