We are more than willing to help those that are stuck: but that doesn't mean that we are here to do it all for you! We can't do all the work, you are either getting paid for this, or it's part of your grades and it wouldn't be at all fair for us to do it all for you.

So we need you to do the work, and we will help you when you get stuck. That doesn't mean we will give you a step by step solution you can hand in!
Start by explaining where you are at the moment, and what the next step in the process is. Then tell us what you have tried to get that next step working, and what happened when you did.

i understand and thanks for spending your time to teach me. Actually, I'm asking which coding language needs to be used in the task. I explained this in detail because you people can have a clear understanding of my doubt. Can you help me with where to begin this?

That entirely depends on your familiarity with both of them.
If you know Python well and VB badly, Python is the obvious choice.
Conversely, if you know VB well and Python badly, you are better of with VB.

Which one is your course covering?

I assume you would want to make a gui application so I would suggest java or c++, java would be much easier but c++ would be much faster. But careful, if you don't know what you are doing, don't touch c++.

The job of programmer is not only about writing code, it is also about making sense of requirement, analyze, organize.
In real life, requirement is often contradicting itself, is idealized by not telling ugly details. You have to gather all this in order to make real sense of it.

- Learn one or more analyze methods, E.W. Djikstra/N. Wirth Stepwize Refinement/top-Down method is a good start.

Technically, any language will do the job. What will make difference is do you master the language already or not, which framework do you need and which database.

This tool may help you too.
