Please Help me for making a software Setup which is Depended on the hardware if the hardware is not attached with the software then the software can not be accessiable.

What's the point? A "Setup" is for INSTALLING software. Do you want to prevent the installation when that hardware is not there? Or do you want to prevent your application from running when the hardware is not there?

You normally don't do that. You normally prevent the software from running if the hardware is not present. You don't prevent the software from being installed.

At least in the world of USB devices, you install the software FIRST because the same installation usually installs the drivers for the hardware so that they can be installed when the user plugs the device in for the first time.

Also, admins would hate you for doing this because if the software needs to be pre-installed without the hardware, as in pre-building workstations before they're deployed to user desks, they can't install your software until after the machines are on the desk. That can add a bunch of manual labor that admins prefer not to do.
