How to reposition an object in a form using vb. NET at run-time?

Where is the web form ? Is this a VB.NET program that contains a web browser control ? If so, you have to get the HTML and modify it. Obviously, you're not asking about an ASP.NET application, both b/c you did not tag your question as ASP.NET, and because if you're an ASP.NET dev, you'd know that's impossible.
   
you can set position them at runtime, an example for explain that:

VB
button1.top = 10 ';as integer, so it set position of button by heigh of form.
button1.left = 10 ';as integer, this also set position of button by widht of form.
