Problem to Link CSS In MVC Razor View

I am new to MVC I want To apply my CSS with layout page if i link my css file which is not work with IE,but work in chrome , also if i write the same css in the page then it works fine with IE.

i don't know what is the issue. even if i used asp.net syntax then it works fine with IE.

Configure your CSS files in layout like this..

HTML

<link href="@Url.Content("~/Content/themes/DefaultTheme/Site.css")" rel="stylesheet" type="text/css" /> <head> </head>
