Need help in determining format of compressed file

I have a file that is used by an archived program that the source no longer exists. I'm working on expanding the function of that program but in doing so have many files that I need to know their format. I have one that is compressed but I can't find any compression formats that fit it. If anyone can look at the file or header bytes and figure out what it is, I would greatly appreciate it. I've looked at many websites that have compression formats, but none apply. Here are the first 48 bytes of the file.

The name of the file "ACUSREF.DAT" is in EBCDIC, but the contents is in ASCII.
