Section 3.e says that I cannot publish or make available this article in any way. I want to credit the author in my code and I want to provide a link back to the article available on the Code Project site. This would give the original code and allow users to read the article. Since the article is feely availabe in the public domain and I am referencing your site, is this a violation?

Of course it would not be a violation. I don't even understand what could make you suspect a violation here.
