I am new to opengl and I have to make rain in opengl. Is it like that i have to use random number function with the LINES function? Or how to go around it?

Draw rain with a particle system in screen space - there are tutorials about that so you can find it with youtube and google. Whether your particles are lines or very sophisticated textured sprites is up to you and your resources. In case of heavy rain a very nice trick is drawing the drops (the particles) and then applying fog on your 3D scene behind the drops because heavy rain looks like a bit "noisy" fog.
