project structure (Masters,Accounts,Transactions)

Hi friends,,

I have started working on my new project called Subscription software and i don't have much experience on running projects alone. So i need some help to create my project in well structured manner.

I had analysed the project requirement and preparing document for it. But unable to design a best Project structure i mean for Login page, Forgot password ,create new user pages, i had created a Accounts folder and kept all inside it. But for master's i am not getting. Few master pages are City,Area,Country,state,branch,agent,bank,payment mode...etc which includes more than 15 master pages.

So please let know how can i structure the master pages.
