Solution 1

Yes - but it's a bad idea.
It's a better idea to store the image in a file, and keep the path to the file in the database. Otherwise, you waste DB time, memory and bandwidth in retrieving them later.

It doesn't matter if it's a WCF service or not, the principle is the same.
