i have tried both Shell("cmd.exe /c ipconfig/renew") and Shell("NET START DHCP") , Shell("cmd.exe /c ipconfig/release") and Shell("NET STOP DHCP") but they did not work. any suggestions would be a great help. thanks :) im trying to make a program that can disable and enable internet connection of client computers from a server computer without disconnecting the LAN. is it possible ?

Probably not - if you want to keep the LAN connection, then you need to break the internet connection - which means doing it via the router rather than the local PC. And each one is different, and needs a different procedure to do that. Added to which, you will severely annoy anyone else that is using the same internet connection...

What are you trying to do that you think this would be a good idea?

for a computer laboratory. so that the system may disable/enable internet connections of the computer units. but still they would be able to access the network.
