On certain sites we are allowed to download a limited amount of data per day.

After changing my IP address, clearing cache and resetting the Modem still they recognize me.

What data are they saving on their servers? How do they still recognize me?

This may be too obvious a thing to consider, but: do you login with a username and password ?

@BillWoodruff rapidshare like sites uses some same technique to identify users and limit them to come again after 24 hours. I dont know how they do it. what fingerprints they take. Because its their only security for the best of their business.

Just because you reset your modem doesn't mean you get a new public IP...

Cache is totally irrelevant to this problem. You need to clear all cookies.

As of my Knowledge,Your network IP is stored in the site's server log.Even if you clear the cache and cookies, your IP is still stored in that server log.It holds the information about your recent activity.

In your case, the website's server holds the info about How much data is downloaded by your's IP.

Hope you understand what i'm trying to say.
