No.
Mostly because you haven't given us enough information to have any idea what file you are talking about...or when.
We need to know details: we can;t see your screen, we can't access your HDD, and we can't read your mind: we only get what you chose to tell us.
Use the "Improve question" widget to edit your question and provide better information.

Not enough info.
Which file is missing?

Do you get some error while installation?
Try installing Visual Basic again.
