How to deploy SSIS package with protection level "EncryptAllWithPassword" to MSDB?

I have one SSIS package. Its protection level is "EncryptAllWithPassword". I am trying to save it in MSDB using deployment utility and providing password during the installation. I am getting an
error: "This package is Encypted with a password.The password was not specified or is incorrect".
HOwever i had already specified the password during the deployment of SSIS to MSDB using deployment utility.But at the last step of installation i get this error.
Please help
