I think you have downloaded from Wireless Sensor Network Localization Simulator v2.1[^] article.
There is no setup file in the downloads. Extract the downloaded zip file and go to

\WSN localization simulator\Source Code\bin\Debug

you can find the Wireless Sensor Network Simulator.exe, run that exe file.

If you want to create setup from this source code, open this project in visual studio and add setup project for the solution. and follow the steps given in below links.
