Could you help me explain how to create workflow with create add-in in outlook?

it may be very simple with sharepoint but I don't know with outlook only.

in my computer with only outlook and Virtual Studio 2010 how to I can create simple add-in like as below:
- I want to book room but i need my manager agree or not, if agree he will feetback again, if not also feetback with comment.

Please help.
