The idea of a "flag" is misleading. You need "Culture" (CurrentCulture and CurrentUICulture - en-US and fa-IR). Look for articles on Globalization and Localization.
It does not matter how many languages you want to support then: the only differentiation is between 1 single language and more than 1 language - no difference for 2, 3, 10 etc. languages!
