As in IE 9 and Other browser like chrome and Firefox , the page vertical scroll bar occur when page content finished. But in IE 10 and IE 11 it occur on content so the scroll bar hides the page content on extreme right side of page.

Sounds like you're making a frustrated statement rather than asking a question. You can pad right with css to prevent the covering up though.

In IE 10 and IE 11 scroll bar occur in transparent so by default IE takes it on page content , In IE 8 and below version it is not transparent so it occur after page content. It don't have any CSS , its default behavior of page.

I did this, but it is not acceptable because the page will look different in IE 9 and IE 10

Issue has been resolve with changing ms-viewport {width : devicewidth} to ms-viewport {width : auto} in bootstrap.
