how to access an .cs file into .ascs.cs file

i have declare an .cs file in App_code .In that I had declare an function with

"Internal" keyword

but i am not able to consume the function in my .ascx.cs file. but i am able to consume the same function another .cs file

First, why mark it as internal? The code can only be accessed by the site that contains it anyway. Further is the class marked as public?
