is it Server.HtmlEncode(urlStr); ?
but we normally use Server.UrlEncode(urlStr); for encoding url.

You need to use - Uri.EscapeDataString Method[^].

For example...
var result = Uri.EscapeDataString("a q");
// result == "a%20q"
