System.Globalization
The System.Globalization namespace provides most of the support in .NET for localization in .NET applications

No Mr.Christian ,as i already told u ,there is no enough time to go thru any book or msdn.if i get any easy understandable links or websites from code project ,then i feel like i could pick up concepts in short time.Hopefully !
