On windows Xp, on the windows Explorer, there is the left panel where it has nice drop down panels with bluish background. Is there a sample form on Vb.net with Xp style to see how they are implemented?

No, there's not. You'd need to write the control yourself. It certainly is not implemented in ,NET, in any case. I'm sure there are commercial controls that do it, and perhaps even some free ones.
