Submitting an article with more than 6MB

Hi:
My name is Miguel Angel Medina. I want to submit an article to CodeProject where we introduce a framework in C# for fingerprint verification, we briefly explain how to perform fingerprint verification experiments and how to integrate new algorithms to the framework. The database containing the features of the fingerprints has a length of 21 MB and the policy of CodeProject does not allow submitting more than 6MB per article. So, when I try to submit the database I got this error: Error: Maximum request length exceeded.. Ticket: . Server: Web23.
My question is: Can I submit my article containing this database with size of 21 MB?
I think that this article is very important because there are hundreds of papers concerning to fingerprint verification but, as far as we know, there is not any framework for fingerprint verification available on the web. So, you must implement your own tools in order to test the performance of your fingerprint verification algorithms. Moreover, you must spend a lot of time implementing algorithms of other authors to compare with your algorithms. This was our motivation to put our fingerprint verification framework available for everyone.
