Solution 1

Well, don't you think it is a little vague question. Yet, here are few options:
1. Silverlight
2. Flash
3. GameMaker, etc

Just refer this link of Google[^] and you will find what all are possible....

1 & 2 was necessary to mention, assuming this question was asked here in CodeProject :)
