Check the application pool in IIS, it will be pointing toward .net 2 framework pool. If you already have application pool with .net 4 framework associate it else you have to create a pool for .net 4 and then associate it.
Can you describe the issue cause to me, i need to solve it and work on framework 4.0 and I can't upgrade to framework greater than 4.0 because I use a third party tools which work only on framework 4.0.
If we solve it this will good, otherwise we need to upgrade all used tools.

I have followed up your link without any success. The only option, Windows Phone SDK Downloads, seems to lead to an old page. However the Downloads tab on that page suggests that VS 2015 Update 3 already contains Win10 Mobile emulators. I have that installed, so all I need to do is find the emulator.
I'm kind of new to MVC (been programming for about 6 months), I'm looking for some help trying to learn standard coding in mvc, I already have my model and classes separate in another project but what I'm looking for is things like exception handling, standard view messages for example I have a class called returnMessage and through this I send anything I want back to my view (in ViewBag) and display it there, so if you could guide me thought or give me some articles to read that would be fantastic.
My advice would be to get a book on MVC and just go through it. The ViewBag is ok, it "works" but it's not really best practice, you'll want to use models to pass data to your views as they are strongly typed and can contain the logic they need. Obviously no-one can explain all of the issues and standards to do you in a forum post which is why it's best to get a book on MVC as that should take you through everything you need to know.

I am getting the below errors frequently whenever any deployment or after 40 minutes I am getting the below error only in UAT environment. But not in Production Environment . All codes are same in UAT and Prod.

I need to enable my admin user to change access permissions for users on the fly, such that they can create new Roles and add permissions to those Roles and assign that role to any user at run time.
I don't want to 'set' the roles during development, as in [Authorize(Roles="Role1, Role2")] etc because after development if i add roles to any user then again i have to recompile the code and copy the changed dll to project bin folder.

For this, either you will need to store those entries to localStorage db, otherwise have a database working that will store the data entered on those 2 pages.
Then load that data from database, to show on a single page within GridView table. If you are having some sort of storing mechanism, consider sharing so that I can guide you specific for that — Session, localStorage, SqlConnection... What?
