You can try it with these shell commands:
netsh interface set interface "Network Adapter name" DISABLED
netsh interface set interface "Network Adapter name" ENABLED
Of course, I can't guarantee it will work.

Keep in mind that it's up to the driver software for the NIC to provide the
methods for the
class, and 99 times out of 100, the driver does NOT provide these methods.
