How to Distinguish Windows Shutdown and restart in c# ?

I need to identify If Windows is in a shutdown or restart mode.

This is to start an antivirus scan automatically when windows is shutting down(Using shut down Script) and not on Windows restart.

But it doesn't solves the problem.
Here We can Identify only Windows Shutdown and Logoff.
But I need to Identify the Shutdown and restart as in the question.
Do you have any idea, Please share it

Sorry for my carelessness. I did more research and I really hope that you will find your answer here (look for 'jack 321' answer) Detect what kind of shutdown[^]
It's looks like this is the only hope to solve this problem.
