How to know which application is reading or writing file in android

Is there any way in way in Android or in Android NDK to know which application is reading or writing data on disk or device memory.I am a newbie so don't have any idea regarding this.

While searching about my query i came across the following link http://guichaz.free.fr/iotop/[^]
I am doing something same like done in code given in the following link but the above code is in python and i don't even know the "p" of python can anyone help me.
