uploaded list template not find in create new list dialog

I have a simple list that I saved as a template, and change the language with Arabic and moved to a different site collection in a different web application or a same site. The list template isn't showing up in the create new list dialog, and I've figured out, it must be, because the source site template is different from the destination.

please help me?

also i have re-upload document after setting Arabic language but not find solution?
