How can an android app connect to a Cloud Heroku Postgres DB

Good day
Im new to android development. I need to develop a Android app that connects to a cloud platform, Heroku to be specific. Now I’m trying to think of ways on how I can do this im going around in circles. I need to create a application that logs in the Heroku Postgres DB, and Add, edits, and deletes users phone numbers the cloud DB. I’m using phoneGap to develop my app
If anyone can atleast tell me where to start cause I have written everything on paper, but I still get confused as to how the android app that will run on the mobile will communicate with the Cloud DB
