That is by design.
From the documentation:
"The HyperLink control can be displayed as text or an image. Use the ImageUrl property to specify an image to display for the HyperLink control.
Note:
If both the Text and ImageUrl properties are set, the ImageUrl property takes precedence. If the image is unavailable, the text in the Text property is displayed. In browsers that support ToolTip functionality, the Text property also becomes the ToolTip."
What is it that you are trying to accomplish?

You say that you want both properties to work, but you haven't explained how you would want it to work. What would something like that look like?

i wanted both the imageurl to display the image and the Text property to display the text simultanesouly.
Thank you very much for your help, i think i can add an image button next to the hyperlink unless if you have a better idea.

AFAIK both these property will not work together. If you set both the property then imageURL will take the precedence and in case if image is not available then the text will be shown.

Yes, You can place .
Step 1: Open My Computer -> Tools -> Map Network Drive
Step 2 : Click on the "Sign up for online storage or connect to a network server link"
Step3 : Give your Virtual Directory / Sever Path . Follows the Steps
Step 4: Place the aspx page on that folder.
Step 5 : Comeback to your Share point sites
Step 6 : Access Page
Another option , Use Share point Designer

You are absolutely right Mark. But Do you think the answer I gave was wrong ? and though I have mention about sharepoint designer , but I don't like to use it, Even for a small use, I prefer Visual Studio always. (though its takes much time the Sharepoint designer ).

Yes. SharePoint isn't a regular web application and doesn't use virtual directories in the same way. If you want to add files to a SharePoint site they are packaged as features and stored in the 12 hive or added to the site and content database via SharePoint Designer.
SharePoint designer is much faster at some tasks and would be preferred over VS. If I'm adding or modifying a page, or creating a site then Designer is the tool. If I need to create a webpart or an event receiver, then of course VS is the tool.

Not Agree. Though I don't have enough expertise on Sharepoint. I had work a quite time WSS 3.0 . First thing is that if you have installed sharepoint a virtual directory will be created and by default it will run on Port 80 !!And from Admin Console You can create your own sites and that will be hosted on your IIS It self. Now you can create on Sites on the same Virtual directory or you can create on separate virtual directory. I don't know what do you mean by that statement that "It doesn't use VD"

I said, "doesn't use virtual directories in the same way". Read the comment a little closer.
Yes SharePoint creates a virtual directory, it hijacks port 80 on the machine, however, if you look no aspx files are present there. SharePoint uses a virtual file system to serve pages from the content database based on templates in the 12 folder.
I don't want to argue either. I would suggest you understand the topic before you begin to talk about it and offer advice on it.

A number of options depending on what you have and are trying to accomplish.
One way is to use SharePoint Designer to add the page to your site. However, this won't work if you have code-behind for the page. You can use in-line code, but it won't work in all instances because the SharePoint engine will restrict its use if the page is ghosted. If you have code-behind, or other dependencies, then you need to use a solution package to deploy it to your SharePoint site(s)
