I just posted a message telling that the author shouldn't include links to commercial products. He is a new member, so I assume that he didn't yet know that links to commercial products are considered spam. If he does not remove the link, however, then I'll report his account as spammer.

I received an email from the author, saying he would remove the link, but that his account is disabled.
I forwarded the email to Chris and asked him to reinstate the account if he thinks I made a mistake. I admit that is always a possibility.

He didn't answered the question in the other site. He asked something and the answers can be useful for the Enquirer here.

It is something difficult to generalize.
If the user is waking up old questions and all answers point to the same place... yes, I consider it spam.
But if the user has a blog and puts a link in a single question pointing to a well written article of his... I don't report it
There are a lot of answers with links to Stackoverflow, MSDN forums and many other places in the net and that does is allowed.
I think the most important criteria is (at least is the one I try to follow) is the answer-poster trying to help? or trying to attrack traffic to the other site through the link?
In the case you are pointing... I have checked other messages of that user, and they have links to other places totally different and mostly according to the question. So I don't think he is a spammer.

Nelek is right, it's all down to context, and the other responses from the same poster. I don't think it's a problem in this case, and it's certainly a better way to answer a question than plagiarising the answer he was given and posting it as his own!
I don't think the OP deserved to be downvoted for that, and have upvoted it in compensation.
