Haha, there's truth to that statement. The only reason I was following Tamil movies was for Vadivelu, and I've completely stopped since he disappeared. I mostly watch Hollywood movies these days, but there's a ton of crap to be had there as well (the PC nonsense in hollywood these days is nauseating).

In every country many incidents happen time to time but nation or people just take it is like its "normal" and there is indifference from society.
Nirbaya Case shook up the nation and laws were amended.
In Tamil Nadu, A young girl was killed in road due to the political banner hitting her while driving which forced Actors, Political parties to stop that banner and hoarding culture.
This time during Diwali, Whole of state was consumed on the plight of 2 years old who fell on the unused open bore. With continuous 75+ hours of live coverage with numerous rescue attempts failing, he was declared dead and his body retrieved. RIP Surjith
This incident will hopefully tilt the scale and this incidents of Kids falling in Bore well will come to end.

Its a very tragic accident. Its even unimaginable to think how that kid endured those hours. The need of the hour is to provide (or develop if not there already) state of art equipment to the rescue personnel to handle situations like these.
Like you said, if this incidents triggers movement in that direction then its well and good

The problem is that regulations are nearly non-existent in this industry, and there neither any accountability. A regulatory framework has to be setup for this. If a borewell has been dug, then:
- It must then be the borewell company's responsibility to ensure that pipes are laid, and the well is sealed permanently.
- If the well is deemed unworthy, the borewell company still seals it permanently with or without (at the discretion of whomever is paying for the project) having laid the pipes. In other words, laying pipes is optional, but the well must be sealed nevertheless!
- Heavy penalties must be levied, and criminal cases be lodged in cases where the protocols are not followed. The consumer for whom the borewell was dug, and the corporation that dug the borewell, must both be penalised.
- The sealed well must be inspected by an independent third-party to ensure that everyone has done their job well, and must issue a fit-for-use certificate after the inspection, and presents pictures of the sealed well to the governing authority to be filed as evidence.
Right now though, one could commission a borwell company and dig like 7 holes in their backyard and leave them open. That's the crux of the problem.

It is not so much that the regulations do not exist... they actually do! It is just that there is inadequate oversight. Any rule / regulation is toothless if it is not enforced.

I suspect that the slow pace is mainly due to the sheer volume of cases to be resolved. Even to triage the cases and assign them a priority could be a ginormous challenge.

That's true however the delayed justice is not justice in my opinion as to the suffering/pain and efforts during the case session steals the lifetime of years and reputation away from one. Additionally, the Collegium System in the world's biggest democracy is the biggest joke, I don't know why no one is interested to fix it. That is one of the reasons for delayed justice in India.

I feel implementing police reforms would reduce the burden on courts. Police force in India is the ONLY government related department which is working more than the stipulated work hours. They are very much stained thus leading to side-effects like more crime, botched up or slow investigations and hence more cases.

Police these days are acting like goons so one would avoid going to the police station for seeking any help. In most cases, the Investigation is compromised by these guys only, they have their own price. Except us, the engineers, each role aligned with public service either Administrators, Police or even doctors are getting worse each passing day. One can't trust these people anymore.
