Perhaps you're compounding the thread by addressing me; well, the ability to manage the report is still available but the weird numeral beside the shield icon is instead in place hovering 1.5 miles above it. So good, yeah?
Clicking on the numeral brings up the report. And I'll bet I can still do the stuff today that I said I could probably do yesterday.
Whatever this resolves ... ok with me.

The shield icon is now fine but I can still access the "Report history details" and all the actions (delete and deactivate) are available.

I can reply, edit, bookmark, permalink... but not report them, the flag is not clickable
The layout looks a bit weird too, I thought he had done something, but editing the message show no weird html.
I have checked other good comments in other articles of the "recent" list, the same problem and same layout.

I just tested IE 11 and same problem
In Chrome working fine though.

Tested IE11 and it has the problem too.
Chrome works.

Yes.
I have not found a message to actually report it, but the mouse icon changes and the popup with report options is again coming by mouse hover.
Both Firefox and IE11 working as usual.

Not sure if this is the site or my browser, but the article moderation page seems to be completely broken in Firefox.
The page is not fluid. None of the pop-up menus work. None of the moderation tools work. None of the message forums work.
The same page works fine in Chrome. All other pages appear to work in Firefox.
There are no obvious errors in the console, although there is a warning about an unbalanced document.write call:
