I enjoyed your article and was keen getting it running and continue with Silverlight. However, I knew there was trouble when i could not locate the system.web.ui.silverlight library in object browser.
I did some searching and have tried EVERYTHING a couple of times, installed silverlight 1.1 beta after uninstalling silverlight, installing the 3.5 extensions, repairing VS2008 and reinstalling everything in suggested order, but the bottom line is that that library is not installed in .NET 3.5 on my computers. The only thing i can think of is that i'm running the 90 day trial and it's not allowed in a trial version. It seems I am one of the few with this specific problem.
I have tried this on two different computers now running XP with the same results. The silverlight library just won't install.

You've got to check comments to my article... there was a man (Darov) with the same problem.. i've successfully solved his problem. I think you problem is the same. By the way to run this article silverlight 1.0 is needed.
