I don't think that killing and releasing are the same things. If you have a multi-thread application you solution may not work properly as it kill all Excel applications even if they still doing something useful.

If it's just that then you are right. I thought about graceful restart, where the request kept by the monitor in the meantime and then delivered to the new instance.
