Monitor Printer queue

please i need some help, been trying to place a kind of print spooler in my app. I want to monitor each label that has been printed, in case of power cut or out of stock the printing stops and waits for fixing then continue from paused
state. this can be done with mssql database since a history of label printing will be printed monthly. Please Help if you can..
