Yes.

Lots of work though.

Look at the VS GUI and think to yourself: "how much of that do I need to duplicate?" I think you will be surprised how much it is...

5+ and you can extend Visual Studio to fit your needs

My 5: yes, but needs, well, good understanding of both Forms and plugability (not just hard work at design/implementation).
Quite doable though.
