I'm looking for a file or series of files where a woman's voice pronounces the numbers 1 to 10, and maybe zero. Look, 0 to 100 would be a huge bonus, but all I really need are 1 to 10. The voice should be sexy with a non-regional English (UK) accent, as a personal preference. When I release the app I plan to offer more choices.

Actually, a huge bonus would be a general text to speech library, where I choose a voice, and a language, and it pronounces whatever words in its vocabulary I throw at it.

I'm working on a program to help with meditation, and counting e.g. up to 4 while inhaling, then counting up to four while exhaling, etc. Simple beep or tick sounds would suffice, but I've heard so many, so much sweeter ways of audible counting I thought I'd keep it human.

Get a microphone and record it yourself.
Hire someone to be the voice.
Be sure to get an appropriate release (legal) to use the recordings as you intend.
If you know someone (relative, friend, acquaintance, ...) whose voice meets your needs, just ask them to help!

20 years ago a project I was working on had paid for some custom recordings of simple terms/phrases.
It turns out that some weren't useful when actually put into the application.
(Some terms needed to be the same length so they could be spoken at a cadence.)
I just got a microphone and recorded myself speaking the terms.
I was able to solve the problem.

If you're using .NET, have you tried the built-in speech synthesizer[^]?

On my W10 computer, the "Microsoft Hazel Desktop" voice seems to match your gender and accent requirements. You can download other voices[^] from Microsoft, and you can apparently use some third-party "SAPI-compliant TTS engines" as well. (If you're using .NET 3.5 or 4.0, you might need this hotfix[^].)
