Had that been so easy and simple then people would not be making softwares and bots to do the same and sell it!

Though, you can try to make a webpage having the youtube embedded in it. Request the webpage at frequent intervals. I doubt if you can automate it fully with a webpage.

You are talking about hit count using a program - which is almost as bad as spamming.
Try making a site that more people actually visit instead.

You are right. The only reason it is not considered a crime is that criminalizing of it would be of little use -- it is technically hard to detect and enforce.
