..when downvoting is "not available"?

Why not? It's greyed out to indicate that it isn't available in this forum, which helps people understand it might be in others.

I changed some settings in my profile and I lost around 200+ points. Why ?

Probably you disabled the newsletter - that makes you lose the "professional user" status (as it's shown by the icon next to your user-name) and the 200-something points you got for subscribing in the first place.

Since getting enough points to be able to moderate pending articles, I have seen many submissions that are either just code dumps, or a series of instructions saying "do this, then do that", with no explanations associated with those instructions. As such, I tend to report these submissions as "Extremely poor quality".
However, even though these submissions do not come up to the quality expected of an article, some of them could, in fact, be useful. Perhaps if there were separate types of articles "How to" and/or "Code Dumps" that could be used to classify these, they could find their place on the site and perform some small service.
In order to encourage people to write a proper article, perhaps only offer minimal reputation points for each one approved.
Cheers,
Mick

The category you are describing looks much like the existign Tip/Trick category, and usually when someone posts a how-to / code dump that may be useful we ask the user to reclassify it as a Tip & Trick instead of an article.

Yes, I've seen that. But really even a tip needs a bit of explanation as well. Not an in-depth study like a full article, but at least some sort of summary about what is happening, and why, I think, should be expected.
Cheers,
Mick

You can always flag the submission as "Unclear or incomplete", and post a comment telling the user what is needed for approval.

I was just having a look at this article, and the formatting looks mangled. Maybe someone should have a look?

This is one of those situations where "I did what I could." The patient can walk and talk and breathe again, but he isn't 100%.

Hi,
I had problems to sign in to codeproject site.
As usual I don't remember my password and login name on this site so I tried to use first my accounts from Google+ and Linkedin and it didn't let me sign in to the site, then I tried to reset my password, I got email twice and both password I received by email didn't work. I had to create new account from which I'm reporting about this issue.
Can you please check?
Thanks,
Ilyas

I was just sent an email asking me to answer a 5 minute CP survey and offering a chance of a $25 Amazon gift card as an incentive to do so. However when I clicked the link it was about an area of tech I don't participate in and there was no option to indicate that, "Nope, I don't do any of that" and still be eligible for the drawing. I didn't do so, but if I wanted a shot of the giftcard badly enough I could just fill the survey with random garbage answers to pass validation. Alternately, if Other with a textbox was available as an option for all pick 1 or more questions (it isn't); I could've just Other "I don't do this"ed my way down the list without polluting your results.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, waging all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?

Hi,
When I try to edit my article, I get a blank page in the wysiwyg editor.
Can you fix this please?

So you have an ad blocker? If so, disable it as they are known to cause issues.
What do you get when you cross a joke with a rhetorical question?
The metaphorical solid rear-end expulsions have impacted the metaphorical motorized bladed rotating air movement mechanism.
Do questions with multiple question marks annoy you???

Thanks, I disabled the ad blocker and it works now.

Continuous Delivery to Azure App Services with VSTS
has some formatting issues. No Chance to inform author about it because of "Comments are only available once an article is submitted for publishing."
Do I miss something?
[Edit]
Some minutes later it is possible to write a comment...because tip is now approved ?

I'm not entirely sure what happened here, but the formatting should be better now.

Thanks for your Feedback.
I do not bother about the formatting issue, I'm bothering more that I was not able to inform the author.
Anyway, seems to be a minor Thing which can be flagged as solved.

It's a blog - and you can't comment on blogs in the approval queue until they are published for the fist time, unlike articles and tips.
Why not? Dunno ...
