Sounds like you're hitting a different server with a different set of messages in its cache. An outstanding bug we have is that each server's cache is not synchronised.

I am using Chrome Version 26.0.1410.12 dev-m on a Win7/64 machine.
This is a fairly frequent, but: intermittent, problem. And, I would judge it "minor," in the sense that when you do post the message any content that has not appeared in the Preview frame is in the message posted.
Omissions of line-breaks are most frequent.
While composing messages, on the Forums, including the Lounge, often the preview of the message appears to "freeze" at some arbitrary point, and never updates. And, some of the content of certain lines, at times is arbitrarily "omitted."
As you would assume, given Heisenberg's "Uncertainty Principle," this effect is not happening now, as I write this message
If this is not a Chrome bug (quite possible: lately the dev versions of Chrome have had really surprising behaviors appear), then I hypothesize (very weakly) that it could be related to the intensity of traffic on CP's servers that handle forums.
Could "live preview updating" be "dampened" (queued ?) by a couple of hundred-thousand people writing messages at the same time ?
But, when the preview update never appears, as does happen, after minutes, and much editing of the message, then I suspect something different.
Right now the only thing that temporarily "disappeared" while writing this message from the preview was one line-break, and the question-mark after the line ending: "the same time." Those both re-appeared fairly quickly.
And, in writing the final paragraph here: "final paragraph" first appeared in the preview as "final para." And, now, that's gone.
A "tempest in a teapot" ?
Whoops, the preview just left out the word "teapot:" for about ten seconds.

A few of things could be happening
1. A javascript issue. If you hit F12 to open Dev tools then there's a console that shows errors. A JS error can kill javascript for the entire page. It shouldn't, it can though.
2. Network latency between you and our server
3. Site load, as you theorised
4. A site update in progress. This can really kill the preview.

As a test I saved a shortcut to CodeProject's home page, closed Chrome Version 27.0.1425.2 dev-m, then re-launched Chrome using that short-cut: then I hit F12: which reports:

I do use the huge special HOSTS File, maintained by MVPS.org, to block a web nuisances.
b.scorecardresearch.com is blocked
64 ! sites that are connected to ads.doubleclick.net, and similar, are blocked
3 variations of googleanalytics are blocked
I would guess the first two of those "loads" are done by Chrome itself, independent of CP. And I would not expect, the third one which is CP specific, to have any bearing on CP message preview behavior.
But, I have been test typing, back-spacing, etc., cutting and pasting various lines around, in this message, and, when I observe "odd preview window update issues:" I haven't seen, yet, any JS errors thrown.

I'm sure this is going to make people think I care about points which I don't just concern about something. I see what privileges I have a green check on and I guess I'm misunderstanding when I look at the table. I am thinking I should have the certain rank under each group such as authority, debator, editor etc. before being able to perform the certain action.
The reason I'm asking is I can see the articles/blogs etc awaiting to be approved which I don't think I should have access to since it shows Gold for Author, Authority, editor, Organiser which is the only one I have a high rank but not in the others. Shouldn't the privilege be granted only once I meet the other requirements?

No. For example, you can moderate articles if you've Gold status for Author or Gold status for Authority or Gold status for Editor or Gold status for Organiser.
If you meet at least one of the requirements, then the privilege will be granted.

Where we can clearly see the number of responses to a thread, that clicking on the number of responses takes you to the last post on the thread.
I don't know about you, but I frequently read threads in time-reversed order.
Just a thought.

So, I was kicked off CP a couple days ago.
While I was out, I tried logging in from my Facebook account but a blank page appeared and so, I left to RA.
Checking my mail a couple minutes ago, I had received a 'Welcome to CP' message, I was like but on getting back here, I was awarded points for signing up and for newsletters too.
However, I noticed my membership number had changed to 9855266 as opposed to 8604389, my reputation points were copied from the banned account but my articles, messages and comments are gone and I'm still given points for them being upvoted.
Also, a banned user has no way of getting back on CP to complain without signing up or maybe I didn't find where but I tried.

It seems as though people were upset with you posting what appeared to be rubbish. Maybe, in the future, you might want to listen to people when they ask you to stop.

I am sure he has learned his lesson.
Regarding his profile, it does seem odd that he has all his points in all categories (I assume), but all links to his messages and whatever else he may have posted are gone. If he is being punished, should it not be the other way around?
BTW, I am not lobbying for taking his points away, I don't think he stepped that far over the line.

It shows black background and gives message on the bottom of page like below.

That's not a bug.
You should join the group before you can see the forum (that's a setting of the forum on the page of the group).

Exactly, if this is the case, then it should say accordingly.
It should not change the background and should not show any messages like "Something bad happened" like that, right ?
It is not user friendly, I guess.
It is one exception, which is not handled, I guess.
