C# pdf article translator project

i want to make a c# winform project to load a PDF article (same pdf viewer) then if i dont know a words mean by double clicking on word then its translation to another language shows on pop-up baloon.

What I have tried:

my problem is :

i want a FREE dll reference to load PDF file and show its contents in winform

or a FREE OCR reference

or if you saw a similar open source project , show to me.
if any body have beter idea help me.
