You don't create a website on IIS, you HOST it!

No need of any command. Simply go to the IIS, right click the website and remove it. Done.

To create new, just browse the folder and host it. Done!

IIS 7.0 provides a new command line tool -AppCmd.exe, check this

you have to add a virtual folder under iis(wwwRoot) . then locate your publish folder to your current iisfolder.
