Where can I find this #include "arts.h"

Do you mean this[^]? I suggest you ask the people who wrote it.

If you're tracing something in source code, then #include "arts.h" means that the header is in the same directory as the .cpp or .h file that has that line in it. Other than that, arts.h is not a standard header so if you're trying to find some sort of library, then you'll have to look it up by name in one of the search engines (digital man gave you one such library but there may be others with the same name).
