I want to create video conferencing program in php. If it possible to do that.
If yes means what are the requirements for that? what steps i should take.

You can't access a webcam from PHP/HTML (at least I have never seen it), you should use Adobe Flash or Silverlight t ocontrol your webcam and/or microphone.

You will find tons of articles out there explaining how to get access to those devices using FLASH or SILVERLIGHT.
