changing wav file bitrate

i want to know how to change the bitrate for a given wav and also stereo to mono and number of bits per sample.
and when i load a wav file how to split it to smaller files and save them(wav splitter) i use microsoft wave class(loadwav,savewav)
if there is any idea about converting mp3 to wav with certain specs i would be gladefull to you
