I think you are trying to evaluate the use of masterpages or usercontrols to implement the common UI elements of page i.e. header, footer.

Both the approaches are good and the decision actually relies on the requirements. I think you may find these beginners' guides useful. you can get the understanding of how each of them works and what could be the pros and cons of using them.
